  1. Introduction

Advancing gender equality for climate change resilience and adaptation in Manafwa district, Eastern Uganda is a project funded by the Welsh Government. This project contrasts the business-as-usual approaches to climate change adaptation and mitigation projects which tend to treat men’s needs and concerns as the ‘norm’ and, as such, are considered ‘gender-blind’. Such gender-blind approaches, however, fail to recognize the differences in how women and men are affected by climate hazards and the difference in opportunities that women and men have to participate in climate solutions. Gender-blind interventions risk perpetuating or deepening gender inequalities, as well as undermining climate resilience and climate change mitigation goals.

On the contrary, climate-resilient development interventions should be designed and implemented so that they intentionally improve women’s and girls’ status and agency (meaning, their capacity for individual choice and action). It is for this reason that METGE’s new gender project seeks to deliberately promote a gender-responsive approach which is more effective, and more sustainable, than a project without them. It intentionally seeks to enhance women in decision-making roles as well as active delivery by achieving positive results in terms of climate-compatible development goals. This sharply contrasts with business-as-usual approaches that fail to challenge discriminatory social norms and relegate women to the sidelines. It is for this reason that a baseline study for a project on advancing gender equality for climate change resilience and adaptation in Manafwa district, Eastern Uganda is being proposed.

  • Context and project background

In Uganda, inequitable distribution of power, resources, and responsibilities in favor of men has resulted in women and girls being partially/fully excluded from political, economic, and social economic spheres in society. The inequality is more pronounced at the village level like in Fuluma Parish, Butta Sub County, Manafwa District with constrained resources.

The women in Fuluma Parish play an essential role in agriculture and natural resource management (NRM). However, compared to men, they have greater financial and resource constraints due to societal structures and cultural norms, as well as less access to information, markets market access, and other services. They also face unique challenges when it comes to adapting to climate change. Because of the prevalent poverty, women bear the greater burden in the communities. Their workload like wood fuel and water collection is made worse by the changing climate. This has consequences on family nutrition, child care, and education.

Furthermore, cultural norms related to gender limit women’s ability to respond to and make quick decisions in the face of climatic events, such as floods and drought. For instance, river Manafwa traverses through Fuluma Parish and it is vulnerable to flooding. Currently, it is difficult for women to make decisions to reduce their vulnerability to flooding by planting trees for example, without the consent of men who in most cases own the land. The same applies to the adoption of new technologies, where women are constrained too. This is much worse for women whose husbands are not working on the farms and have jobs in towns and urban centers. Women often lack the power to make timely farming decisions and to convince their husbands to agree to new technologies.  

Therefore, empowering women and marginalized groups to develop their incomes will promote their meaningful participation in addressing the challenges of climate change and natural resource management (NRM) for increased resilience and adaptation. Also, addressing the skills and information gap about climate-resilient livelihoods, entrepreneurship, and agroforestry for both men and women in Fuluma parish will not only increase awareness of their rights and roles in climate action and sustainable NRM, but also project support and ownership.

2.1 Project description

In 2022, Size of Wales was awarded a grant by Hub Cymru Africa / Welsh Government to implement a one-year “Gender and Climate Justice project’’ in Uganda. This was implemented by two partners, Mount Elgon Tree Growing Enterprise (METGE) and MADLACC (Masaka District Land-care Chapter) to support women in two areas of Uganda (i) Bumaena, Bushiende sub-county, Mbale district, and (ii) Masaka. This gender and climate justice project succeeded in raising awareness, building capacities, and creating enabling environments for women to effectively engage in gender and climate justice issues, subsequently therefore contributing to a more gender-equal and sustainable future.

Building on the success of the gender and climate justice project, this project aims to empower women in Uganda to tackle climate change. This will be achieved through training in land use planning, agroforestry and soil/water conservation, ensuring knowledge and strengthened decision making power of women increased, promotion of new climate resilient livelihood opportunities and technologies, and ensuring best practices and lessons learned is documented and inspiring stories shared in Wales.

2.1.1 Overall objective of the project

To increase gender participation in climate change and natural resource management in Manafwa district of Uganda through: training women in land use planning, agroforestry and soil/water conservation to adapt to climate change; creating  new economic opportunities for the women in Fuluma parish; increasing knowledge and strengthen the decision-making power of women and marginalized groups of people in relation to climate change in Manafwa district; promoting new resilient livelihood opportunities and technologies; and documenting good practices and lessons learned.

The project’s expected outcome is women empowered women to adapt and or mitigate against climate change. The sic relevant outputs are:

  1. Output 1: Women are empowered to achieve greater control over the management of natural resources. 
  2. Output 2:  Increased household food production and improved nutrition thanks to sustainable land management (SLM) practices.
  3. Output3: Increased access to information and technologies, entrepreneurial and marketing skills
  4. Output 4: Increased number of women and other marginalised groups of people who take up leadership roles in the community
  5. Output 5:  Community behaviours and norms are changed to promote gender equality.
  6. Output 6: People in Wales are engaged on climate change issues as they affect Africa.

2.2 Target group:

The project will directly support

  •  9 VSLA groups (each group comprising 25 members), reaching 225 people (40% men and 60% women). In total, 1,350 people at household level in Manafwa district will be reached.
  • 150 households to practice SLM practices.
  • 300 households to construct and install Lorena stoves.
  • 300,000 people in Manafwa district will be indirectly supported by the project Through tree growing and agroforestry.
  • Around 5,000 people in Wales will receive information directly about the project or participate and participate in events

3. Purpose of the baseline

The main objective of the baseline survey is to develop the baseline of the project at outcome and output level before the start of the project in the target intervention area in Fuluma Parish, Butta Sub County, Manafwa District. The baseline survey result will help to set benchmarks against which the achievement of the project shall be measured.

The specific objectives of the baseline survey are:

  1. To collect baseline sex-disaggregated data to be used for monitoring project outputs, outcome(s) and impact(s) during project implementation
  2. To assess the target community members’ capacities to engage in agroforestry, planning, soil and water conservation, climate-smart agriculture and practices (energy-efficient cooking, business and market access) as well as in green income generating activities (IGAs)
  3. To provide data and analysis on the gendered inequality and vulnerability of women and men with respect to gender equality for climate change resilience and adaptation. This will inform tailored capacity building initiatives on gender equality mainstreaming.
  4. To provide data and analysis on the successes and barriers to women and youth’s empowerment and participation in decision-making processes, and the opportunities for policy articulation to strengthen the integration of gender equality into sectoral planning and implementation processes to address both adaptation and resilience at sub-county, district and national level.
  5. To provide data and information on the projected localized climate change impacts on men and women, persons with disabilities (PWDs) and other vulnerable groups. This will add to the sustainability of the sector level plans.
  6. To identify opportunities to maximize gender benefits and minimize and mitigate adverse gender impacts or risks throughout the project.
  • Scope of the Work

The in-depth gender-based and climate resilience baseline analysis should include the application of, but not be limited to utilizing the Gender-based Analysis (GBA) approach. It provides an opportunity for understanding the local context and to support gender equality. It should enable quantitative and qualitative data collection; analysis of the data and information collected and the presentation of identified gaps and recommendations.

When designing data collection methods, the team/firm needs to consider the context, circumstances and characteristics of the target population groups and data collection should use participatory approaches when including vulnerable groups. During data collection, the team/firm should include different voices and provide a space for traditionally disempowered groups to be heard.

Therefore, in the aforementioned mentioned GBA approach to data collection and analysis, desk review and stakeholder engagement should be undertaken.

  • Approach and Methodology

The baseline study will take a Mixed-methods (qualitative and quantitative data collection and analysis) approach. The methods should be consistent with the purpose, objectives and principles and be the most appropriate to achieving the baseline objectives. This should be specific and as detailed as possible regarding existing information sources, data collection instruments, protocols and procedures. The consultant will be responsible for defining and carrying out the overall approach. This will include specification of the techniques for data collection and analysis, structured field visits and interactions with beneficiaries and the project team/stakeholders. The consultant must ensure the meaningful and safe participation of women and girls in the baseline data collection and analysis. Tools, methodology and findings should be reviewed and validated by METGE team.

  • Deliverables

The Consultant will be expected to deliver the following outputs:

  • Inception report

The Consultant shall submit, within 5 (five) days after award of contract, electronic copy of an Inception report to METGE for review and comments by the Project team. The report shall be comprehensive, clear and concise, demonstrating the understanding of the Terms of Reference (ToRs) and the subsequent assignment approach that sets out the methodology, strategy, proposed data collection instruments and timeline of activities. The Consultant shall incorporate comments into the inception report before the implementation of the assignment.

  • Baseline report 

After approval of the inception report and commencement of the consultancy, the consultant is expected within 25 (thirty) days of signing the contract, submit to METGE an electronic copy of a draft baseline report for review by the project team and other relevant parties.

  • Final baseline report 

Within 30 (thirty) days of signing the contract the consultant shall submit to METGE an electronic copy of the final baseline report. The final report shall take into account all the comments and feedback on the draft report. At a minimum, the report shall include; table of contents, list of acronyms, executive summary, introduction, baseline context and purpose, baseline framework and methodology, findings, case studies, conclusions and recommendations. Annexes should include the TORs, inception report, Project Results Framework with baseline values from the baseline survey, list of documents reviewed, list of persons interviewed or consulted, data collection instruments, and the Consulting team members.

               6.4 Collected data raw

  1. Collected data (raw) after analysis submitted to METGE alongside the final report, as well as Workshop/meeting presentations, outlines, photos, videos, etc.
  • Roles and Responsibilities  

During data collection and analysis, the primary roles of METGE staff and any implementing partner with direct stake in the project, are as informants and reviewers. They may review and provide comments on data collection instruments, and all other deliverables before they are finalized. They must not collect primary data, or participate in translation, analysis, or interpretation of the data.

The following delineates the key roles and responsibilities of METGE Staff and the consultant during the process: METGE will be responsible for the following;

  1. Provide technical oversight to the execution of the assignment to ensure quality of products including approvals of the deliverables
  2. Share all necessary documents (including project document, log frame, MEAL plan) to the Consultant to finalize the methodology and data collection tools
  3. Provide input for study methodology, data collection instruments and report
  4. Provide technical oversight to the execution of the assignment to ensure quality of products including approvals of the deliverables
  5. Guidance and coordination throughout all the phases of baseline study, keeping communication with Consultant throughout all phases
  6. Provide support to the technical lead Consultant for the baseline survey field visits processes such as orientation and training of enumerators, FGDs and KIIs
  7. Closely follow up the data collection process, ensuring quality control, daily debriefing, meeting the timelines set

The Consultant will be responsible for the following;

  1. Review all relevant documents for baseline study
  2. Develop baseline study protocols which includes survey methodology and the data collection tools (questionnaires; focus group guides, interview protocol, data entry templates, etc.), as appropriate, including a field manual for training, and has to be approved by METGE MEAL team
  3. Designing the data collection forms, data entry template, procedures and systems, and training of data collector/enumerators in the use of the template
  4. Develop the field work schedule in consultation with MEAL team
  5. Supervise the data collection process, give advice and ensure the quality of the data
  6. Data analysis and report writing, draft the first report and include METGE’s feedback and finalize the report
  7. The consultant undertaking this baseline survey will recruit competent enumerators for the quantitative survey and field facilitators/note takers for the qualitative study (FGDs and KIIs). The consultant will hire a gender-balanced team of enumerators and field facilitators. All team members must be fluent in the local language of the above-mentioned operational areas.
  • Baseline study duration

The overall process is expected to be executed within 30 days including preparation, data collection, analysis and reporting. The Consultant should be able to undertake some of the tasks concurrently to fit within the planned time-frame, without compromising the quality expected. The assignment is expected to commence on 28th June 2024 and concluded within 30 days.  The consultant is required to propose a work schedule as part of the proposal.

  • Skills and competencies of the consultant

The consultant should have at least 7 years’ experience conducting surveys of similar programs of financial inclusion, cash programming, household income and gender in emergency. Notably, demonstrating knowledge in VSLA approaches, value chains and market systems, gender, quantitative and qualitative research, evaluations and development issues and (or) interventions with reputable organizations indicating:

  1. Academic qualification of a minimum of Master’s degree in relevant technical specialties relevant to this assignment. A doctorate degree would be preferred. Possess skills (supervisory, timeliness, paying attention to compliance details, among others) in managing a consultancy process
  2. Excellent knowledge of the political and socio-economic context of the people of greater Mbale District in Uganda and Eastern Region.  
  3. Evidence of availability of appropriate qualifications, manpower and key staff that will constitute the team.
  4. Description of assignments of similar nature carried out. For each assignment previously executed, the consultant shall provide the name and addresses of the Client, date(s) of execution, names of lead and associate firms, a brief description and value of the services provided by the consultant and financing sources.
  5. The consultant or firm must explain in the methodology, how they intend to mobilise the professional skills for proper implementation of the assignment within the 36 working days earmarked for assignment as indicated in the timeframe below.
  1. The proposal should contain:
  2. Any feedback on these Terms of Reference
  3. Specific roles and responsibilities of the team leader, supervisory chain and other core members of the team including enumerators.
  4. Schedule of key activities preferably in a format such as a Gantt chart.
  5. Detailed budget with justification. The baseline study proposal should include a reasonable detailed budget to cover all costs associated with the baseline study. This should be submitted by major activities and line items for METGE’s review and decision. This includes a break-down of the cost to contract team members, travel, and lodging and per diem. Other related costs that might be in the budget include expenditures for hiring local personnel (drivers, translators, enumerators and other technical experts), translations, and renting meeting rooms for presentations/workshops.
  6. Updated CV of Team Leader and other core members of the Team
  7. A profile of the consulting firm/individual (including a sample report)
  8. Four relevant references from previous similar work completed
  1. Contract Supervision.

The consultant will be reporting to the Programme Manager.

  1. Method of application

  4. Financial proposal should indicate, detailed budget breakdown based on expected daily rate, reimbursable expenses, consumables, consultancy fee, all relevant costs, applicable taxes as well as withholding tax etc.
  5. Company profile or CV including a minimum of 3 references, Names and CVs of individuals or team members proposed, highlighting their experience, and their roles in the achievement of the assignment
  1. Payment

Terms of payment shall be 60% after approval of the inception report, 40% upon the submission and approval of the final report. All professional fees, administrative costs related to transport, accommodation and stationery as well as remunerating any assistants will be handled by the consultant. Costs will also be subject to taxes.
